Background
The Yukon Planning Atlas is an online, interactive mapping application that utilizes and distributes land, natural resource, economic, traditional knowledge and other data gathered by Regional Planning Commissions during production of Regional Land Use Plans. Information is displayed to public users in thematic maps, text descriptions, photographs and downloadable reports. Thematic maps? are pre-composed, styled data (e.g. regional biophysical resources, history of land use and occupation of the region by people, or known economic development potential) ‘layered’ over base data (e.g. topography, road networks, administrative boundaries, place names). Custom maps can be created with layers selected from a catalogue? of available thematic data. Pre-composed thematic maps and individual data layers are accompanied by metadata descriptions and an explanation of the land use planning context. Analytical tools? or widgets? are available for interaction with mapped data.
Purpose
The purpose of the Yukon Planning Atlas is to:
- provide access to land use planning information for project assessors, decision-makers, industry and the public;
- present land use planning data in a comprehensive, consistent and current framework;
- leverage existing data, and reduce the effort required to obtain the most current data.
Framework
The Yukon Planning Atlas adheres to a national framework, known as the Canadian Geospatial Data Infrastructure (CGDI). Standards and specifications adopted within this framework dictate how to describe, distribute and discover spatial data over the Internet. The Yukon Government? has also adopted minimum standards for corporate spatial data (CSDI).
Roles
The Yukon Land Use Planning Council performs a limited role in data collection and analysis for regional land use planning. Most of the resource and land use data are collected from government agencies by Regional Planning Commissions during plan production. Some analyses are performed by domain experts within government; other analyses are performed by the Commission's staff. In all cases, the results of the data collection and analysis become part of the regional database created during the course of regional plan production. For these data, the Council performs the role of Data Custodian, ensuring that the data are available for distribution, properly documented by metadata, in accordance with any sharing agreements that may be in place.
Acknowledgment
The Yukon Planning Atlas was developed with financial support from GeoConnections, a national program initiative led by Natural resources Canada. GeoConnections and its program participants are working to enhance the Canadian Geospatial Data Infrastructure, an on-line resource that enables decision-makers to access, combine, and apply geographic information to gain new insights into social, environmental, and economic issues.
